[Root] Referendum #2 - Funding for HydraDX Omnipool listing of RING

Treasury spend proposal for sending 25M RING to the DCDAO multi-sig. This 25M RING is intended to be used as the funding for the listing of RING on the HydraDX Omnipool.

This has been noted as the first step to prepare on the Darwinia side for the listing of RING on HydraDX. If approved the DCDAO multi-sig will hold these funds till a listing proposal is approved by the HydraDX community and the funds will be transferred by XCM to HydraDX once channels are open.
